With the community still spending more time in the home and utilizing water, residents may be curious about the West Harris County Regional Water Authority (WHCRWA) and their related fees on residential water bills.
Westlake Municipal Utility District No. 1 has posted several articles on this subject on the District website.
It is the goal of the Board of Directors for Westlake MUD 1 to inform residents in the District of this fee and how it relates to the community.
The WHCRWA is a governmental entity created in 2001 by the Texas Legislature to aid in the reduction of subsidence by converting water usage from groundwater to surface water. Westlake MUD 1 lies within the boundaries of the WHCRWA and is subject to the Groundwater Reduction Plan (GRP).
Per the GRP, the WHCRWA constructs and maintains the water delivery infrastructure that provides surface water to the areas within its boundaries. To achieve these goals, the WHCRWA assesses fees based on the amount of water that is pumped through that infrastructure and delivered to consumers within those boundaries. Consequently, the District is charged a fee (GRP Fee) for every 1,000 gallons of water withdrawn by the District, which includes occasional fee increases. This WHCRWA mandated fee is found on residential water bills.
Effective January 1, 2021, the GRP Fee will be increased from $3.50 per 1000 gallons to $3.75 per 1000 gallons of water pumped. This includes a minimal administrative fee for lost water accountability and managing the fee collection.
The Board of Directors aims to comply with the WHCRWA, as well as minimize the impact to District residents. Although these fee increases are not generated by Westlake MUD 1, they are passed through to everyone residing within the District, without additional charges.
